The IH 30 Corridor Land Use Plan serves as a guide for making zoning and development related decisions within the study area. The plan was formulated after several months of study and discussion. Participants included the Planning Department staff, representatives from other City departments, and members of the South Area Plan Implementation Committee. The South Area Plan Implementation Committee is one of five City Council-appointed committees that provide input into the planning process. A primary function of the Committee includes reviewing the Comprehensive Plan in response to changing conditions and needs.
Major construction projects proposed for the IH 30 corridor such as the eastern extension of the President George Bush Turnpike and the Harbor Point project that will include a Bass Pro Shop are expected to have a significant impact on the corridor. For this reason, staff and committee members were eager to initiate this planning study and establish a vision on which to base land use and policy decisions. The foundation of the plan is the realization of the corridor as an area that fosters both economic and lifestyle opportunities for residents, businesses and visitors. Common themes throughout the plan include recognizing the lake as an asset that provides a unique backdrop within Garland to enjoy social and physical activities, strengthening retail destinations by concentrating such uses within specified areas, and improving the business climate through the careful consideration of land use patterns.
